What is Covered California?


Covered California is the name of California's health insurance marketplace that was created to comply with the Affordable Care Act (ACA). The ACA required states to create their own health insurance exchanges or enroll people through a federally-run exchange. California chose to create its own exchange. Covered California is a free service that helps Californians find affordable health insurance. 


  • It offers plans from well-known health insurance companies, including Kaiser Permanente, Anthem Blue Cross, and Aetna. 
  • Covered California offers financial assistance to help lower the cost of coverage and care. 
  • You can apply for a subsidized health insurance plan, Medicaid, or both on one application. 
  • Covered California offers state healthcare administration and assistance, including dental coverage. 



History of Covered California


  • California was the first state to set up a health insurance marketplace.
  • The program was named "Covered California" in October 2012.
  • Enrollment started on October 1, 2013.



What Does Covered California Offer?

  • Silver: Moderate premiums and cost-sharing; eligible for cost-sharing reductions, if you qualify.
  • Gold: Higher premiums, lower out-of-pocket costs.
  • Platinum: Highest premiums, lowest out-of-pocket costs.
